1. Only appropriately licensed NASCAR members are authorized to participate in NASCAR sanctioned events. 2. Fully executed NASCAR Sanction Application Forms must be submitted for consideration to NASCAR Headquarters by promoters and/or operating corporations seeking a NASCAR sanction at least three weeks before a scheduled event or before the first race of the season for tracks operating on a weekly or other regular schedule. 3. NASCAR sanctions are granted and issued only by NASCAR Headquarters. 4. In the event a promoter and/or operating corporation fails to fulfill the terms and conditions of a NASCAR sanction, said promoter and/or operating corporation may be denied further sanctions until all terms and conditions of that sanction agreement have been fulfilled. 5. Winston Cup Grand National, other Grand National, and Special Events each require a seperate NASCAR Sanction Application Form. 6. All changes of type of a race program, including time trials, must be approved in advance by NASCAR Headquarters except in the case of race program changes to regular weekly one-day events. 7. The consumption of alcoholic beverages in the pit and garage areas (which areas are as defined by the NASCAR official in charge of the event) during an event is prohibited, and it is the responsibility of the promoter and operating corporation to provide sufficient security personnel in the pit and garage areas at all times during an event to enforce this provision. Failure of the promoter and/or operating corporation to provide such sufficient security personnel may result in the termination by NASCAR of the sanction and the refusal by NASCAR to approve future sanction applications.
