1974 NASCAR International Stock Car Racing Rule Book
Section 8 -- Safety

The following rules shall govern the conduct of all NASCAR sanctioned events:

1. All cars are subject to inspection at any time before taking part in an event. It is the responsibility of a driver, car owner and mechanic, individually and severally, to have their car free from mechanical defects and in safe racing condition.

2. Additions to car bodies, such as fins, wings, scoops, signs, etc., will not be permitted in regular racing; but may be approved for use in special tests.

3. Accessories used in the interest of safety and car handling will be considered for approval by NASCAR and minimum and maximum tolerances will be established after any accessory has been approved.

4. A quick release approved-type safety belt of no less than three (3) inches width shall be compulsory. Both ends must be fastened to roll bar cage with aircraft quality bolts not less than 3/8 of an inch diameter. A steel plate may be welded to the roll bar cage on the right side of the driver so the belt can be brought down in such a manner that it will prevent the driver from sliding from side to side under the belt. The belt must come from behind the driver. It is recommended that safety belt clasps be secured by locking with tape, twine or a heavy rubber band.

5. Shoulder harness and additional V-type seat belt mandatory. NASCAR approved padded head rest mandatory. Shoulder harness inertia reel cannot be used.

6. No driver shall compete in any event with head or arm extended outside of a closed body race car.

7. No race, time trial or warm-up, shall be started unless the following equipment is on the premises (and it is the responsibility of the promoter to see that the equipment is provided):

a. An ambulance and attendant whose minimum requirements shall be having satisfactorily completed an accredited First Aid course such as the one given by the Red Cross.

b. A properly manned fire truck equipped with carbon dioxide and/or dry powder type extinguishers or a fire truck with fog spray equipment.

c. Two wreckers, one equipped with emergency equipment.

8. No race cars shall be allowed on the track unless the official starter, assigned by the NASCAR official in charge of the event, is at the starter's position.

9. All drivers, car owners or mechanics when running a car around the track at any time, including warm-ups, must wear a recognized high quality racing helmet and have a safety belt, shoulder harness and additional V-type seat belt, and must have all doors on car properly secured.

10. Helmets must be full head coverage type and must meet the specifications set forth in Title 49, Code of Federal Regulations, Part 571, Federal Motor Vehicle Safety Standard Number 571.218. To be eligible for use in NASCAR competition, the manufacturer of any model helmet must furnish NASCAR with certification that the helmet in question has been tested according to FMVS standards.

11. No car shall carry more than one person at any time during a race, practice or warm-up. A driver shall not permit any person to ride on any part of his car at any time car is in racing area.

12. Any cameras mounted in any cars, by special NASCAR permission, must be mounted in a manner approved by the Chief NASCAR Technical Inspector.

13. Race cars must have an approved-type fire extinguisher securely mounted within driver's reach, and each pit crew should have an approved-type fire extinguisher with its equipment within ready reach for any emergency.

14. Center-top of steering post must be padded with at least two inches of a resilient material.

15. Elevated gasoline drums or refueling towers will not be allowed. Only approved ventilated gasoline cans, equipped with a flexible filler nozzle and/or tube, will be permitted. All cars limited to 11-gallon maximum capacity. Only two 11- gallon capacity cans permitted in each pit. Filler can capacity must appear in 3-inch painted letters on side of all filler cans. POSITIVELY NO FUNNELS.

16. USE OF TWO (2) GASOLINE CANS AT THE SAME TIME WHILE REFUELING WILL NOT BE PERMITTED -- violation may mean disqualification.

17. Not more than 30 gallons of gasoline per car will be allowed in any one pit at any time.

18. It is recommended that at all times drivers wear driving suits of fire resistant material that effectively covers the body from neck to ankles and wrists.

19. The use of any vehicle in the pits or racing area for spectator vantage positions is prohibited. No one will be allowed to sit or stand on top of any service vehicle or truck in the pits or racing area. Individual owners and/or managers of such vehicles will be held responsible by NASCAR, and any violation of this regulation may result in expulsion from the pits or racing area.
