The following rules shall govern the entries in all NASCAR sanctioned events: 1. Promoter or operating corporation, track operator, race director or NASCAR officials may refuse to accept the entry of any car or driver. In an event for which an entry blank is published by NASCAR Headquarters, promoter or operating corporation, track operator or race director must notify NASCAR Headquarters, not later than 24 hours after the entry deadline appearing on the official entry blank, of any entries which have not been accepted for that event. 2. Any driver or car owner who fails to file an entry before deadline listed on entry blank will receive prize money won in the event but will not be credited with NASCAR points for the event. Drivers and owners may file separate or combined entry blanks to be eligible for points except in Winston Cup Grand National, other Grand National or any other events governed by special entry regulations as defined in paragraph 5 of this section. 3. Entry blank must contain all requested information, including the signatures of the driver and car owner. 4. Under no circumstances will a driver or car owner who files an entry, or in any way informs a promoter or operating corporation, track operator or NASCAR Headquarters that he will run in an event on a given day, be excused from competing in that event without the consent of the NASCAR Competition Director, and it shall be the responsibility of the car owner to have his assigned driver ready to compete. (Promoter or operating corporation must furnish NASCAR with official signed entry blanks in those instances wherein this rule has been violated.) (Penalties for violation of this rule are shown in Section 13, paragraphs 5h and 5i hereof). 5. For Winston Cup Grand National, other Grand National or any other events governed by special entry regulations, no driver's entry will be accepted if his entry form does not include his valid signature and the car owner's entry and car owner's valid signature, or unless accompanied by a separate car owner's entry, with car owner's valid signature, verifying that the driver in question has a car entered for his use. To be eligible for NASCAR championship points, driver and/or car owner entries must be submitted before deadline listed on entry blank as verified by the U.S. postal date stamp if mailed, or NASCAR date stamp if delivered in person to NASCAR Headquarters. No telegraph or telephone entries will be accepted. 6. Any driver and/or car owner participating in any NASCAR sanctioned event without having submitted to NASCAR a signed entry blank will be governed by all special rules and/or releases appearing on said entry blank; and in the event the entry blank includes an advertising release said driver and/or car owner shall not have any claim for damages and/or special recompense for any subsequent advertising exploiting achievements or any product used by the driver and/or the car in said event. 7. For all Winston Cup Grand National, other Grand National and Special Events, promoter and/or operating corporation agree to abide by all entry regulations and conditions drafted and published by NASCAR as they may appear on the published entry blank for a specific event. Failure of promoter and/or operating corporation to comply with this rule may result in cancellation of sanction. 8. No driver or crew member may enter racing area until he has personally signed all required releases, registrations and entry forms. No person will be permitted at any time to sign the release sheet for anyone other than himself. Only those individuals approved by NASCAR (including but not necessarily limited to necessary fire, wrecker, ambulance and security crews) shall have access to or be allowed in the pit or garage areas during an event, and the promoter and operating corporation shall provide sufficient security personnel in the pit and garage areas to enforce this provision at all times during the event. 9. Any member who fails to obtain a competitor or pit permit and sign the release sheet for an event may be subject to a fine of $50 and/or disqualification of driver and car associated with violation of this rule. 10. No driver, car owner or mechanic shall have any claim for damages, expenses or otherwise against promoter, operating corporation, or NASCAR's officers, directors, officials, agents or employees by reason of disqualification, or damage to, either car or driver or both; and they agree the track is in a safe, raceable [sic], and usable condition if they take part in the racing activities. 11. All drivers, car owners and/or mechanics assume full responsibility for any and all injuries sustained, including death and property damage, any time they are on racing premises, en route thereto or therefrom [sic]. 12. No changes of driver at any time shall be made without proper notification to NASCAR officials. When race is in progress, changes must be made in pits only. Any driver, car owner or mechanic who permits a car to be driven in any NASCAR event by an unlicensed person, or who fails to notify NASCAR officials of any change of driver during a race may be fined or suspended. A driver is ineligible to receive points for a race in which he has secured a relief driver for the purpose of enabling himself to compete in a second race while the first race is still in progress. 13. Any qualified car may be driven in any event by any eligible driver. A driver may get out of one car and drive another, but after driving the second car, he may not get back into the first car except in events 100 miles or longer. 14. Any driver who competes in a car he is not eligible to drive may forfeit all prize monies and points won in the event, and may forfeit all championship points won in previous events, and may be subject to a fine and/or suspension.
